Supporting a Teacher to Become Competent

Each agreement is specifically tailored to a teacher's needs in terms of concerns about competence. Most agreements require a teacher to be in a fixed term or permanent position. The length of an agreement varies between six months and two years. 

Monitoring a teacher's progress

The Advisor: Teacher Practice begins the process of monitoring the requirements of the agreement once the terms have been agreed on with the teacher.

During the monitoring period, the Advisor: Teacher Practice will liaise with the teacher at regular intervals to discuss progress towards meeting the requirements of the agreement.

Meeting the requirements of the agreement

On completion of the period of monitoring, the teacher will send to the Advisor: Teacher Practice written evidence that they have met the requirements of the agreement. This provides the basis of the report the Advisor: Teacher Practice prepares for the New Zealand Teachers Council. The report is given to the teacher to respond to and it is also sent to the members of the advisory group as a record of the process to date. The report will have two possible outcomes.

1. If the period of monitoring has been completed satisfactorily, the Advisor: Teacher Practice will recommend that the New Zealand Teachers Council takes no further action.  If this recommendation is accepted, the case is closed and the following people are notified of the outcome:

  • the teacher;
  • the teacher's current employer; and
  • the initiator of the mandatory report.

2. If, after the period of monitoring, concerns about the teacher's competence remain, the Advisor: Teacher Practice prepares a report for the New Zealand Teachers Council including recommendations under Rule 13 (2) of New Zealand Teachers Council (Competence) Rules 2007.   

The Advisor: Teacher Practice will request in the report that the teacher be given a reasonable opportunity to be heard by counsel/other representation at a meeting of the New Zealand Teachers Council, and/or make written submissions on the report and recommendation.

The New Zealand Teachers Council may exercise its powers to:

  • take no further action;
  • refer the matter back to the Advisor: Teacher Practice; 
  • impose conditions on the teacher's practising certificate or authority to teach;
  • refer the teacher to an impairment process; or
  • order that the teacher's registration or authority be cancelled.

When the New Zealand Teachers Council has made a decision, the following people will be notified of the outcome:

  • the teacher;
  • the teacher's current employer; and
  • the initiator of the mandatory report.
